Steam’s community stats page for Transport Fever 3 lists 41 achievements, and the Steam store page counts the same total. Thirty-seven goals are tied to Free Game saves and four to the campaign. One Free Game achievement is flagged hidden on the stats page; it is listed in its own section below.
Steam marks nine Free Game goals with the word “(combined)”: progress counts across your Free Games rather than inside a single save. The remaining Free Game goals are completed within one save, and the campaign awards follow campaign progress.

Free Game: first-step goals
Eleven goals unlock the first time you do a specific thing in a Free Game. Most of them arrive naturally in an opening session.

Fifteen goals ask for a sustained result inside a single Free Game, from a 3,000-resident town to a full century of play.

Free Game: combined goals across saves
Steam marks nine of the goals below “(combined)”: the totals add up across your Free Games instead of resetting with each save. Globetrotter’s wording does not carry the marker, but it also spans more than one map, since each Free Game has one climate.

Campaign achievements
Four awards follow the eight campaign missions. Medals and stars are optional mission goals, so Phalerist and Story Legend ask for more than finishing the story.

Match the requirement, not the name. Steam’s text names the exact action or total, and the Steam overlay or your profile page shows which goals are still open while you play.
Achievements are a Steam feature: the 41 listed here come from Steam’s stats page. Whether and how the same goals are tracked on Epic, GOG or console is a platform question this page does not answer; check your own platform.
The sources checked here do not document whether Sandbox Mode or No Costs settings affect Free Game goals that involve money or town growth. Test in your own save before planning a route around it.
